Managing Director
Charles Westberg
As the Managing Director of CEW Project & Development Services, Mr. Westberg boasts over 35 years of unparalleled expertise in Owner’s Representation and Development Management Services. His adeptness spans various facets, including entitlements, comprehensive site plans, design management, project budgets, and construction oversight. With a steadfast commitment to collaborative teamwork and meticulous attention to detail, Mr. Westberg ensures the seamless execution of project documentation and process management, consistently delivering on client objectives and goals.
Mr. Westberg has spearheaded several noteworthy projects, including the Capital One Financial Headquarters Block A, a striking 30-story, 1.7 million square feet office building, and an advisory role with Wegmans Food Markets in the DC Metro area. Additionally, he navigates projects like Capital One Financial Block D and Capital One East, showcasing versatility in managing diverse construction endeavors.
Highlighting significant accomplishments, Mr. Westberg completes substantial undertakings such as the Capital One Center Mixed Use Building, the Capital One Financial Headquarters II Project, Constitution Center, and the Defense Health Headquarters. These projects, characterized by their scale and complexity, underscore Mr. Westberg’s proficiency in orchestrating multifaceted initiatives with finesse.
Prior to assuming his current role, Mr. Westberg held key positions at Jones Lang LaSalle, Identix, Inc., and a general contracting firm. He holds a Bachelor of Science in Construction Management from Wentworth Institute of Technology, a Master of Business Administration from the University of Maryland, and a Master of Science in Real Estate Development from Columbia University.
With an impressive track record of notable projects and a diverse background in construction management, Mr. Westberg continues to be an invaluable asset to CEW, consistently delivering exceptional results and surpassing client expectations.

Rahul Shah
Rahul Shah, currently serving as Vice President of Real Estate Development at CEW Project and Development Services, is a seasoned professional with over 20 years of distinguished experience in real estate development and project management. Rahul brings a wealth of expertise in orchestrating multifaceted projects from inception to fruition.
Drawing from his extensive background, which includes tenures at industry-leading firms like Cushman & Wakefield and Balfour Beatty Construction, Rahul has established himself as a proficient manager adept at navigating diverse portfolios. His notable achievements include pivotal contributions to projects such as Capital One's Block C mixed-use development and the Marine Corps Embassy Security Group’s Training Facility.
Rahul's career trajectory underscores his journey from project engineering to senior leadership roles, showcasing his comprehensive grasp of the construction landscape. His unwavering commitment to excellence is exemplified by his involvement in acclaimed endeavors like the Walter Reed National Military Medical Center renovation, where he oversaw intricate design-build services and secured LEED Gold certification.
